TACTICAL DIRECTIVES

Ladies and gentlemen please familiarize yourselves with the MilSimSA 2017 Tactical Directives as we truly
believe this will enhance your MILSIM gaming experience and add to fluent game play. This directive will
be applicable to all the MilSimSA 2017/2018 missions, unless revised

SUBJECT: Tactical Directive, Dated September 2017
SOURCE: Task Force Trident Command

The commander of the COALITION forces, Major R Harrison issued a revised Tactical Directive (Rules of
Engagement/ROE) on 10 September 2017. The Tactical Directive provides guidance and intent for the
employment of force in support of COALITION operations. This directive is being made public in order to
ensure an awareness of the intent of COALITION Tactical Directive.

1. COMBATANT vs. CIVILIAN
a. The key distinction to be drawn is between COMBATANT (is defined as person that openly carry their
arms) and CIVILIAN (is defined as person that is unarmed).
b. The COALITION may use deadly force in response only to:
I. HOSTILE FIRE (being fired upon).
II. HOSTILE FIRE IMMINENT (weapons being aimed against you and team members).
III. HOSTILE FIRE EXISTS (weapons being present).

2. NEUTRAL CIVILIAN vs. HOSTILE CIVILIAN
a. The key distinction to be drawn is between:
I. NEUTRAL CIVILIAN
Is defined as person that is unarmed and follows orders of COALITION forces
and
II. HOSTILE CIVILIAN
Is defined as person that is unarmed and unwilling to follow orders of COALITION forces
b. All CIVILIANS have the right of freedom of movement.
c. COALITION forces have the right to use deadly force to prohibit or prevent CIVILIAN freedom of
movement that has immediate interference with COALITION operations or mission.
d. Every COALITION member will be issued with “CIVILIAN ROE CARD” (Rules of Engagement) to be carried
on him at all times.

3. THE CAPTURE, SEARCH AND DETAINMENT OF COMBATANT BY COALITION FORCES
a. An enemy player that has been hit may be captured by healing the enemy player within 10 minutes
bleed out time by COALITION medic.
b. The enemy player must be informed by physically placing your hand on his shoulder and saying “You
are being searched”. THUS THERE IS NO NEED TO PHYSICALLY SEARCH A PLAYER!
c. All weapons of the enemy will then be out of action.
d. Thereafter will the medic heal the enemy-player.
e. The enemy player will and must then reveal any physical Intel on him (a cellular phone is not deemed
as Intel.)
f. After 30 minutes the captured enemy player must return to his insertion platform deemed as “dead
man” walking.
h. Only once within his insertion platform he is deemed as “alive” – NO EXCEPTIONS.

4. THE SEARCH OF NEUTRAL CIVILIAN BY COALITION FORCES
a. The neutral civilian must first be informed by physically placing your hand on his shoulder and saying
“You are being searched”. THUS THERE IS NO NEED TO PHYSICALLY SEARCH A PLAYER!
b. All weapons of the neutral civilian will then be out of action.
c. The neutral civilian will and must then reveal any weapons, radios and physical Intel on him (a cellular
phone is net deemed as Intel.)
d. Should neutral civilian declare any weapons, radios and/or physical Intel he may be detained for only
30 minutes.
e. After 30 minutes the detained civilian must return to his insertion platform deemed as “dead man”
walking.
f. Only once within his insertion platform is he deemed as “alive” – NO EXCEPTIONS.
g. Should neutral civilian not reveal any weapons, radios and physical Intel on him he may not be detained.
PLEASE NOTE THIS DOES NOT PREVENT NEUTRAL CIVILIAN FROM MOVING OFF ACQUIRING HIDDEN
WEAPONS THAT WAS NOT HIM AT TIME OF THE SEARCH AND TAKING HOSTILE ACTION.

5. THE SEARCH, CAPTURE AND DETAINMENT OF HOSTILE CIVILIAN BY COALITION FORCES
a. When civilian does not obey the command of COALITION forces he will be deemed as hostile civilian.
b. The hostile civilian must clearly be warned to stop immediate action or he will be shot.
c. A WARNING SHOT MUST BE FIRED, BEFORE THE USE OF DEADLY FORCE.
d. The hostile civilian must be informed by physically placing your hand on his shoulder and saying “You
are being searched”. THUS THERE IS NO NEED TO PHYSICALLY SEARCH A PLAYER!
e. All weapons of the hostile civilian will then be out of action.
f. The hostile civilian will and must then reveal any weapons, radios and physical Intel on him (a cellular
phone is net deemed as Intel.)
g. A hostile civilian may be detained for 30 minutes.
h. In order to detain a hostile civilian that has been shot he must be healed by COALITION medic.
i. After 30 minutes the detained civilian must return to his insertion platform deemed as “dead man”
walking.
j. Only once within his insertion platform he is deemed as “alive” – NO EXCEPTIONS.

6. CIVILIAN SHOOTING ENQUIRY
a. Once civilian has been shot the COALITION forces field commander (CO) MUST conduct enquiry into
the shooting.
b. The CO will be issued with “CIVILIAN SHOOTING ENQUIRY CARD” that MUST be completed by CO.
b. Once a civilian has been shot the CO will be notified.
c. The CO will conduct the enquiry within 30 minutes from the shooting at any place of his choosing.
d. The CO will enquire the following:
(1) WAS VERBAL WARNING GIVEN?
(2) WAS WARNING SHOT FIRED?

7. BUILDINGS & SITES
a. No building may be entered by COALITION forces prior permission from CO.
b. CO may only enter building with prior permission from 2IC.
c. A building may be entered without prior permission if COALITION are being fired upon from that
building.
d. A religious site may not be entered by COALITION forces.
e. A historical site may not be entered by COALITION forces.
f. A religious/historical site may only be fired upon and entered if COALITION forces are being fired upon
from these sites.

8. OUT OF PLAY
Should any player lose any equipment during play and decide to search for his lost equipment will he
IMMEDIATELY be deemed as “dead man”. Thus he may not participate in any game play until he has
returned to his insertion platform, this must not be used to try gain any unfair advantage – NO
EXCEPTIONS!
